Former suspended chairman of the House of Representatives appropriation committee, Abdulmumin Jibrin, is to appear before the ethics and privileges committee over two petitions laid against him.
Jibrin, who was suspended for one year on September 28 for breaching members’ privileges, is to face the panel over petitions by some of his constituents from Kiru/Bebeji Federal Constituency and a youth group.
While the petition by Jibrin’s constituents bordered on poor representation, that by the youth group is on the violation of the constitution and the Code of Conduct Bureau and Tribunal Act, with the group alleging that the lawmaker operated foreign accounts.
Adopting a motion by Rep Ossai Nicholas Ossai (PDP, Delta), who chairs the ethics and privileges committee, the House resolved yesterday to allow Jibrin the opportunity to enter the premises of the National Assembly and defend himself on the matter.
Ossai said his committee had already commenced investigations into the petitions and sought the indulgence of the House to invite Jibrin, on grounds of fair hearing.
The two groups had, in their petitions, claimed that Jibrin did not meet the constitutional requirements for sitting and that he should be adequately investigated.
Section 68 (1f) of the 1999 Constitution provides that a member of the National Assembly shall vacate their seat if “without just cause he is absent from meetings of the House of which he is a member for a period amounting in the aggregate to more than one-third of the total number of days during which the House meets in one year.”
