The Blues great is current plying his trade for the Tampa Bay Rowdies in the USA but has been training with his old club during North American Soccer League's off-season.
Cole has been hugely impressed with the current crop of Chelsea stars and reckons they look good to claim the league crown this term.
The 34-year-old told The Mirror: "Chelsea are my clear favourites for the title.
"Antonio Conte has done an unbelievable job – the atmosphere in training there is frightening.
"The boys look right on it and right ready to go. I can see them winning the league.
"It is all about players having the right personality on top of the quality and Chelsea have that.
"The Premier League is the toughest competition to win in the world, and that team has the personality to win it."
Chelsea are currently on a 13-game Premier League winning streak and are top of the table.
They have a five-point lead over second-place Liverpool ahead of their clash with Tottenham at White Hart Lane on Wednesday night.
Conte's men beat Stoke 4-2 on New Year's Eve thanks to goals from Gary Cahill, Diego Costa and a double from Willian.
After their clash with Spurs, Chelsea take on current champions Leicester at the King Power Stadium on January 14.
